Try using a piece of fine wet and dry sandpaper and rub over the normal "wear" areas such as collars, cuffs, elbows, knees, backside of trousers and jacket edges. Once it starts to wear through, wash the uniform and it will give that further fraying effect (you might just like to stop after the sandpaper effect though). If you wash the uniforms, put them back on the figure before they are completely dry and mould in any creases that you want. When they dry properly, they will normally maintain the creases (or try a bit of hairspray to maintain any creases).
